Overview

The C11 work permit is issued under IRPR section 205(a), the "significant benefit" provision, and does not require a Labour Market Impact Assessment. It is built for entrepreneurs who will hold majority ownership of a Canadian business and actively manage it, not passive investors.

A May 27, 2025 overhaul changed the category meaningfully: initial permits are now capped at 18 months, funding sources are assessed as a separate criterion, and time spent operating under a C11 permit no longer counts toward Canadian Experience Class eligibility. This closed a route some applicants previously used to reach permanent residence through CEC alone, which makes a deliberate follow-on plan more important than ever.

What IRCC actually assesses

Officers weigh job creation for Canadians or permanent residents, the capital you are investing, the transfer of knowledge or skills to Canada, projected revenue, and the overall viability of the business plan. A thin or generic business plan is one of the most common reasons these applications stall.

The path after C11

Because time on C11 no longer builds toward CEC, most applicants now need a provincial entrepreneur stream, such as those run by Ontario or British Columbia, as their route to permanent residence. We plan this transition before your work permit is even filed, not after.
